A couple of questions:

1) Is there a way to have a "template" to load all of the pipe settings for new projects? This will help me eliminate some time from inputing them.

2) For the specs Im not using, such as "paint","Pipe Tracing", and "Test Pressure", is there a way I can withdraw them from my Pipe Setting? Also, there are some size I will never use such as 5" pipe... it's just not gonna happen. Id love to remove the pipe sizes as well.

Sizes can be modified in nsize.txt in C:\Documents and Settings\All Users\Application Data\Bentley\Plant 2004\P&ID\imperial / metric / mmetric

This is a local directory, so you'll need to copy it to all machines

you can modify the content of the 'Pipe settings' dialog by typing PIPEDIALOGCRITERIA on the command line.
these settings are stored in
C:\Program Files\Bentley\Plant2004\P&ID\PIDPipeSet.ini
This file will also store the value that was last used.

If you add default values for the picklist of fe pspec, thet are stored in C:\Documents and Settings\All Users\Application Data\Bentley\Plant 2004\P&ID\metric\pspec.txt

Which kind of data do you want in a template ? We use a table with spec, isolation, fluid-data etc. It pops up when adding a line, we select a fluid, and all associated data is copied over to the new line.

Though I have not had a chance to try it, this would solve a big hassle for my group. Thanks Plantworker and great question Hybrid.
