'Enter Tag Number' dialog box

The "Enter Tag Number" dialog box does not display when placing valves & process lines. Can someone please help?

In the p&id pull down, go to 'preferences' , select "drawing modes"
and set the "annotation level" for valves and process to 3.

I'm also having trouble with matching To/From Arrows. P&ID has decided to stop giving me the option to match the process tags when I match the arrows.
