problem with project creation

hi all
i have a trouble of creating a new project in ap xm. every time i try to do this,there appears a error information. can any tell me what it means and how to deal with this?

Next to the Chinese (which I can not read) the message tells you to re-install. Or did you try this already?

have you try project creation from Admin login? if not try it

Guess what I just created a NEW project root for another department and now I am receiving the same error when I try to create a project under that new root or even an existing root :(

Well, Hello there, Tom - You're going to have to bare with me for a minute as this is not a common error message….
1.When did it start ?
2.Have you done any new installs recently ?
3. have you attempted to re-register the DLL yet
4. Let's compare our APProjectCreate3.DLL files in C:\Program Files\Common Files\Bentley Shared\Plant XM Mine has a size of 424 KB with a Date Modified of 12.11.07. Thanks in Advance

I did number 3 "re-register the DLL" and it fixed it on my end. :)
