duplicate tags

Well, we had a big oh sh*t happen. Looks like I let this one slip through my fingers. I am still wondering how the hell this happened. I think we got a drawing from another company and imported the data but that still doesn't explain the dupes. Is this fixable?

Autoplant is assigning an existing keytag number when I insert a new instrument. This is insane...

Ok so I packaged the project, went into the new project and saw the same dupes. So, I open DM, right click > edit > design view > preview and VOILA! everything was there and in order (no dupes) so naturally I close the window back to DM. There are the dupes again. So I do the same thing except this time hide the keytag field > unhide keytag field VOILA! works in DM now.
