I found this as a possible explanation for Des Plaines Bentley XM import error:

Packaging process blanks out ap_proj if proj description contains apostrophe
If the project description contains an apostrophe ('), packaging process blanks out the project details from ap_proj table and causes unpackaging to fail.
Error displayed on unpackaging: "DynaZip UnZIP Error: No files to test, extract, etc. (No items match filespec)"
