Ok ive searched around on google for a while and I just can't come up with anything. On a new users computer, his mouse wheel only scrolls his screen up and down. I want to change that for him to zoom in and out. Any tips, advice, or even a solution to change this? Does it deal with the CUI files somewhere?

In the mouse settings do you have wheel set for autoscroll?

Do you have logitech mice? The easiest way I know of to fix that is to go back to the default Microsoft mouse driver. I'm sure you can fiddle around with the settings in the logitech panel and fix it, but I don't see any disadvantage to using the default.
One of the guys here has gotten used to that behaviour with his mouse... I tried to change it so it works as Autodesk designed it, but he wanted it changed back... drives me nuts every time I have to work on his system.

autoscroll is an option and is selected. It's a Dell standard mouse. Whether or not it's logitech Im not sure. Ill see what I can do to fix it.

Try typing at the command line MBUTTONPAN then make sure the setting is set to <1>. this should allow for a pan and zoom function for the scroll wheel.
